
Because if you make changes that cause everyone to have sky-high defence boosts it's going to be amplified by the fact everyone would then have it instead of just a portion of the players. You'll have a form of herd immunityĪnd that's something any changes to defences would have to keep in mind. But if everyone has 1,000% defence it'll wear down the plunderer far more. If you're the only player with 1,000%+ defence it's going to work in its own vacuum at keeping out quite a few players. However the biggest asset when defending that no amount of re-balancing can make up for is your neighbours defences. It could use updating to help defenders who want to use boosts to defend instead of indirect defences (such as removing All Age units completely from neighbourhood battles, adding defender stat boosts in the best event buildings or a new defence GB that is either cheap and small or provides benefit beyond just defence). You need a strong enough defense to keep out the riff raff and you need to keep your buildings harvested to starve the top players plunder but they are mostly there for the tower points but will plunder if they get the chance. We've also got more attacking Great Buildings (cheaper too) then defending ones. City defense is not a complicated concept.

Now that we've got Alcatraz, Himeji, Space Carrier, Guild Expedition, Antiques and Daily Challenges the Rogue Unit isn't nearly as scarce as it would have been at the start.

It was balanced for when the game was originally introduced. Wouldn't have called it a failed feature but rather a aged one that still works if you're willing to make a trade off as intended.
